    34 new chemicals added to PIC Regulation

    The regulatory landscape for chemical exports is about to undergo a significant transformation. The European Commission has announced plans to broaden the scope of its strict export monitoring framework, signaling a tighter grip on global chemical trade safety.

     

    Tightening the reals on global exports

    Under the upcoming updates, a substantial wave of new chemicals added to PIC (Prior Informed Consent) Regulation will soon face stringent oversight. Specifically, the European Commission intends to incorporate 34 additional substances into Annex I of the PIC Regulation (Regulation (EU) No 649/2012). This regulatory shift is designed to ensure that importing countries outside the European Union are fully aware of and consent to the hazards associated with these materials before they cross borders.

     

    For chemical manufacturers, distributors, and logistics providers operating within the EU, this update triggers an immediate compliance clock. If any of these 34 newly listed substances are exported from the EU, they will be strictly subject to the official export notification procedure as of 1 October 2026. Failing to log these notifications in advance could result in severe border delays or heavy compliance penalties.

     

    Digital systems preparing for the transition

    To facilitate this massive influx of data, the European Chemicals Agency (ECHA) is already preparing its digital infrastructure. ECHA will update the ePIC tool accordingly once the PIC annexes have been formally published and made available in the EU’s official journal.

     

    Exporters are strongly advised to audit their inventories early. Because the ePIC system update will roll out immediately following the official journal publication, compliance teams have a narrow window to adapt their workflows, verify their chemical safety data sheets, and ensure their internal tracking software aligns perfectly with the updated EU framework before the autumn deadline.
