CoRAP 2025-2027 to evaluate 28 registered substances suspected of posing risks to human health or the environment
CoRAP 2025-2027. European Chemicals Agency (ECHA) has released the Community Rolling Action Plan (CoRAP) update for 2025-2027. Specifically, the new plan lists 28 chemical substances for evaluation under the REACH Regulation (EC) No 1907/2006. This update, therefore, aims to identify and address potential risks these substances pose to human health and the environment. Evaluations will be conducted by eight Member State Competent Authorities, following Articles 44-48 of the regulation.
Moreover, the CoRAP update introduces 13 new substances while retaining 18 from the previous 2024-2026 plan. For 12 of these retained substances, the evaluation year has been postponed awaiting additional information requested during dossier evaluations. Among the remaining substances, three have been withdrawn from CoRAP due to clarified concerns or new data. However, one of these withdrawn substances has been classified as a Substance of Very High Concern under REACH Article 57(d), which could, in turn, lead to its re-inclusion in future updates if unresolved risks persist.
In terms of the evaluation timeline, eight substances are slated for assessment in 2025 (including two groups of two substances), fifteen in 2026, and five in 2027. Notably, substances scheduled for evaluation in later years may undergo adjustments in subsequent updates. Furthermore, the process considers aggregated tonnages, combined exposure, and other data sources to ensure comprehensive risk assessments.

This update was developed collaboratively with Member States, adhering to risk-based selection criteria. A draft CoRAP was submitted for feedback on November 28, 2024, and finalized based on the Member State Committee’s opinion. Consequently, ECHA published the adopted plan on March 25, 2025.
Finally, registrants are encouraged to review the list and update their registration dossiers with relevant data before evaluations begin. The process may require additional studies beyond standard REACH requirements, such as assessments of endocrine disruption properties or environmental monitoring. These evaluations aim to determine whether existing measures sufficiently control risks or if further EU-wide management actions are necessary.
