Regulation (EU) 2026/405 introduces a new regulatory framework for safer and more sustainable detergents
The European Union has officially published Regulation (EU) 2026/405 on detergents and surfactants. It was adopted by the European Parliament and the Council, which significantly updates the legal framework governing these products within the internal market. The text was published on 2 March 2026 in the Official Journal of the European Union and repeals the previous Regulation (EC) No 648/2004 on detergents, which had been in force for more than twenty years.
This new regulation reflects the need to adapt legislation to scientific progress, evolving consumer practices, and innovations in the sector, such as detergents containing microorganisms or refill systems. It also aims to strengthen the protection of human health, reduce the environmental impact of these products, and improve regulatory harmonisation across the European single market.
Key changes introduced by Regulation (EU) 2026/405
The regulation introduces several important changes affecting manufacturers, importers and distributors of detergents and surfactants in the European Union:
- Updated and modernised biodegradability requirements applicable to surfactants.

- Possible revision of phosphorus limits in detergents.
