    Major Revision of UK REACH Announced: Key Changes and EU Alignment Plans

     

    The UK government has announced a major revision of UK REACH, its domestic REACH regulation. The plan aims to bring the system closer to the EU framework. Officials say the reform will be completed by the end of 2028. The decision marks a significant shift after years of post-Brexit divergence. Many businesses have pushed for closer alignment to reduce trade barriers. Environmental groups have also demanded faster regulatory action on harmful chemicals.

     

    The updated approach appears in the revised 2025 Environmental Improvement Plan, released on 1 December. The document outlines broad goals for environmental protection. It also highlights areas where current chemical controls fall short. The government states that the reform will streamline assessments and improve data use. Authorities expect the overhaul to accelerate decisions on hazardous substances. This is especially important for sectors that rely on predictable regulatory timelines.

     

    PFAS under Scrutiny in this Major Revision of UK REACH

    A central point in the plan is the commitment to publish a PFAS action plan in 2026. PFAS chemicals remain a major concern across Europe. However, the government has stopped short of promising alignment with the EU’s wide restriction proposal. This decision may create future gaps between the two markets. Industry groups have warned that such gaps can create costly compliance challenges. They argue that two different systems increase administrative work for companies trading across borders.

     

    Despite this, the UK insists that closer cooperation with the EU is essential. Officials note that shared scientific evidence supports joint decision-making. They also recognise that supply chains for chemicals are deeply interconnected. A more harmonised system could reduce duplicated testing and improve safety outcomes. Analysts say the move reflects economic pressures as well. Many firms have called for predictable rules that match international standards. They believe that alignment can support innovation while maintaining strong protections.

     

    By 2028, the UK intends to have a more efficient, transparent, and internationally compatible REACH system. The government says the reform will strengthen public health and environmental safeguards. Stakeholders now await more detailed guidance in the coming months. The coming years will determine how closely the UK ultimately aligns with its largest trading partner.
