The Omnibus Plan arrives, simplifying processes and pausing time for certain regulatory changes.
The European Commission has introduced the Omnibus Plan, a new Action Plan for the Chemical Industry. “Omnibus” regulatory package was published on July 9. Its goal is to boost the competitiveness and sustainability of the European chemical sector. The plan addresses challenges such as innovation, energy costs, and adapting to new regulatory demands.
Omnibus package brings measures to simplify chemical legislation in the European Union. One key feature is the option to “stop the clock” and suspend certain regulatory deadlines. This suspension remains in place until a simplified legislative text is available. In this way, the industry can adapt without the risk of non-compliance while the rules are under review.
Key highlights of the Action Plan include:
-
A specific review of REACH in the fourth quarter of 2025.
-
Publication of the Chemical Omnibus, which covers CLP provisions, application dates, and transitional measures.
-
Introduction of a temporary mechanism to suspend deadlines until new, simplified legislation is adopted.
How does the plan affect the CLP Regulation?
The Omnibus Plan has paused the application of several key provisions of the new CLP Regulation. This mainly impacts new classification and labelling obligations, as well as deadlines for hazardous substances and mixtures.
The “stop the clock” mechanism allows for a temporary suspension of certain CLP requirements, such as:
-
New labelling rules for hazardous substances and mixtures.
-
Changes in consumer information and packaging.
-
Obligations to update labels and deadlines for products already on the market.
-
Application of new hazard categories and harmonised classification criteria.
-
Specific measures for small packaging and the use of digital technology.
Thanks to this pause, companies have more time to adapt to the rules. This helps avoid immediate investments in changes that might be revised again when the final text is approved. The aim is to ensure a smooth and realistic transition for the European chemical industry, reducing administrative burdens and the risk of non-compliance.
These initiatives represent progress towards more efficient regulation, better suited to Europe’s industrial reality. The chemical sector gains legal certainty and flexibility, while consumer and environmental protection is strengthened.
