EU Takes Major Step to Phase Out PFAS in Firefighting Foams
The European Commission has introduced a new restriction on the use of PFAS in firefighting foams, marking a significant move to reduce environmental pollution and health risks across the EU. The regulation, adopted on 3rd October under the REACH chemicals legislation, targets per- and polyfluoroalkyl substances (PFAS), often referred to as ‘forever chemicals’ due to their persistence in the environment.
For decades, PFAS in firefighting foams have been widely used because of their resistance to heat, oil, and water. However, these same properties make them extremely harmful — they do not naturally break down and have been linked to widespread contamination of soil and groundwater, including sources of drinking water. Firefighting foams are recognised as one of the largest contributors to PFAS pollution in the EU.
Without this new restriction, approximately 470 tonnes of these hazardous substances would continue to be released into the environment each year. The regulation is not only an environmental safeguard but also a vital health measure. Firefighters are frequently exposed to PFAS during emergency responses and training exercises.
When will this restriction come into force?
Fortunately, PFAS-free firefighting foams are now commercially available. To ensure a smooth transition, the Commission has introduced phased implementation periods ranging from 12 months to 10 years, depending on the specific use case and sector. This allows industries sufficient time to adopt safer, effective alternatives.
The restriction is grounded in scientific assessments conducted by the European Chemicals Agency and has been approved by both the European Parliament and the Council. It will come into effect 20 days after its publication in the Official Journal of the EU.
This move is part of a broader EU strategy to minimise exposure to harmful substances. By addressing the issue of PFAS in firefighting foams, the Commission is reinforcing its commitment to a healthier, more sustainable future — protecting both people and the planet.
