Anticipation Fulfilled: KKDIK Regulation Amendment Officially Announced

The Turkish chemical industry and international chemical companies operating in Turkey have eagerly awaited the official announcement of the amendment to the KKDIK regulation. This much-anticipated announcement has finally arrived, bringing clarity and certainty to the regulatory landscape.
On December 23, 2023, the Official Gazette published the «Regulation Amending the Regulation on the Registration, Evaluation, Authorization, and Restriction of Chemicals» under number 32408. This official document provides detailed information on the modifications made to the KKDIK (Turkey REACH, TurkReach) Regulation.
As mentioned on previous articles, the Ministry of Environment, Urbanization, and Climate Change (MoEUCC) had previously released the «Draft Regulation Amending the Regulation on the Registration, Evaluation, Authorization, and Restriction of Chemicals» in November 2023. This preliminary document outlined proposed extensions to registration periods, pending further clarification from the MoEUCC.
Industry stakeholders eagerly awaited the formal confirmation of these regulatory adjustments, as the proposed extensions significantly impacted their registration timelines.
The suspense was finally lifted on December 23, 2023, with the publication of the official amendment. At the end, this solidified the updates to the KKDIK Regulation, providing much-needed clarity for affected individuals and organizations.
The official amendment to the KKDIK regulation includes the following key changes:
- Extension of registration deadlines: The registration deadlines for substances manufactured or imported into Turkey have been extended as follows:
- For substances manufactured or imported at ≥1,000 tonnes per annum (t/a), substances classified as Aquatic Acute 1 and Aquatic Chronic 1 (H400, H410) at ≥100 t/a, and CMR substances (Category 1A and 1B) at ≥1 t/a: The deadline is now December 31, 2026.
- For substances in the range of 100 – 1,000 t/a: The deadline is now December 31, 2028 and
- The deadline is now December 31, 2030 for substances in the range of 1 – 100 t/a
- Joint registration process: The amendment introduces a new process for joint registration of substances. This process will allow companies to register substances together, which can save time and resources. The details of the joint registration process will be published by the MoEUCC in the coming months.
- Other changes: The amendment also includes a number of other changes, such as:
- Updates to the classification and labelling requirements for substances
- New requirements for the submission of safety data sheets
- Changes to the process for requesting authorization for restrictions on the use of substances.
The KKDIK Regulation amendment sets an extension of registration deadlines that will provide companies with more time to comply with the regulation, but it will also increase the cost of compliance.
