CLP Inspections Underway: EU Authorities Begin Massive Sweep of Hazardous Mixtures via REF-14

The European Chemicals Agency (ECHA) has confirmed that the REF-14 enforcement project is now officially in its operational phase. Across the European Union and the EEA, national inspectors have transitioned from preparation to active field oversight, conducting unannounced checks to ensure that hazardous mixtures on store shelves strictly adhere to the Classification, Labelling, and Packaging (CLP) Regulation.
This coordinated sweep is not merely a paperwork audit. REF-14 specifically targets high-volume consumer products. These are products like electronic cigarettes, home fragrances, and complex cleaning agents. On these cases an incorrect labelling or faulty packaging could lead to immediate health risks.

According to ECHA’s enforcement guidelines, the current inspections are systematically breaking down compliance into six non-negotiable points:
- Hazard Classification Accuracy: Inspectors are verifying if companies have correctly identified the physical, health, and environmental hazards of their mixtures.
- Core Labelling Elements: Each product must display the correct hazard pictograms, signal words (e.g., «Danger» or «Warning»), and the required Hazard (H) and Precautionary (P) statements.
- Physical Safety Features: A high priority is being placed on child-resistant fastenings and tactile warnings for the visually impaired, particularly for toxic or corrosive substances.
- UFI Code Presence: Authorities are checking that the Unique Formula Identifier (UFI) is clearly visible and legible on the label.
- Poison Centre Notifications (PCN): Inspectors are cross-referencing the UFI codes with the ECHA submission portal to ensure that emergency responders have immediate access to the mixture’s composition.
- SDS Consistency: The information on the physical label must perfectly align with Sections 2.1 and 2.2 of the product’s Safety Data Sheet (SDS).
