ECHA enforces Poison Centre Notifications. The European Chemicals Agency (ECHA) is taking a crucial step to safeguard public health through its Enforcement Forum. The Forum is launching a project to verify that suppliers are complying with regulations by notifying national authorities about hazardous chemical mixtures. This information is then relayed to poison centres, empowering them to provide life-saving advice during emergencies.
Protecting Lives Through Accurate Information
The project, announced on March 25th, 2024, in Helsinki, underscores ECHA’s commitment to ensuring proper hazard communication for chemical mixtures. By enforcing these regulations, ECHA aims to guarantee that poison centres have access to accurate and complete information about hazardous substances. This empowers these vital emergency response centres to provide well-informed and appropriate guidance to citizens and medical professionals in the event of accidental exposure or poisoning.
Focus of Inspections
ECHA inspectors will conduct a comprehensive review to verify compliance. Their focus will be on:
- Notification Confirmation: Verifying that suppliers have submitted the required notifications for hazardous mixtures to the relevant national authorities.
- Label Verification: Inspecting product labels of the mixtures to ensure they accurately reflect the hazard classifications and provide clear safety instructions.
- Safety Data Sheet Review: When necessary, inspectors may review the Safety Data Sheets (SDS) to ensure they contain comprehensive information about the mixture’s properties, potential hazards, and safe handling practices.
The exact details of the inspection process will be finalized in the coming months.
Project Timeline
Inspections are scheduled to commence in January 2025 and will continue for a period of six months. A comprehensive project report outlining the findings and outcomes will be published by the end of 2025.
Beyond Poison Centres: Online Sales Project
The Enforcement Forum also addressed the scope of another vital project – REF-13. This initiative, which will also launch inspections in 2025, focuses on online sales channels. Inspectors will verify that products sold online comply with REACH and POPs regulations, particularly regarding restrictions placed on certain substances. Additionally, they will assess whether mixtures are classified, labelled, and packaged according to CLP regulations and confirm that sellers provide accurate product information online. These checks may also encompass compliance with the Restriction of Hazardous Substances (RoHS) Directive, which regulates hazardous substances in electronic equipment.
Collaboration and Knowledge Sharing
During their March meeting, the Enforcement Forum and its Biocidal Products Regulation Subgroup (BPRS) members guided other ongoing projects and exchanged information on national enforcement initiatives. This collaborative effort is crucial for ensuring a consistent and effective approach to enforcing regulations across the EU. The next meeting of the Forum and BPRS is scheduled for June 2024.
