Non-EU-based producers cannot directly register their chemical products (either on their own or as part of mixtures) with the EU. However, article 8 of the REACH Regulation allows them to choose a REACH only representative in the EU. This representative can act in their name and free their clients from additional responsibilities, making it easier for them to sell their products.
